SCOPE:
The Office of Human Resources Strategy and Capability Development Commandant (CG-DPR) is the Coast Guard's central authority for workforce requirement determinations, responsible for policies, practices, procedures, standards, tools, techniques, doctrine, principles, and models for workforce requirement analyses.
The Workforce Requirements Determination Division translates mission requirements into workforce needs through collection, measurement, and analysis of Coast Guard work requirements, including the number and type of positions needed to accomplish missions. This program supports senior leaders, commanders, and managers by providing objective data to quantify workforce requirements, aiding in mission accomplishment and resource allocation.
  • Provide standardized methods for identifying, measuring, analyzing, and reporting work and labor requirements.
  • Enable leadership to understand the impact of mission or process changes on the workforce.
  • Support risk management regarding staffing gaps caused by budget or recruitment shortfalls.
  • Assist in human capital planning, ensuring informed decision-making.
  • Contribute data on personnel requirements for missions, asset operation, or business processes.
EXPERIENCE: Familiarity with CG Workforce Requirements Determination processes and standards, especially data collection from Active-Duty personnel, is required.
MINIMUM QUALIFICATIONS:
  • Bachelor's degree in business management, human resources, or a related field.
  • At least 4 years of experience in workforce requirements analysis or similar analytics.
DUTIES/RESPONSIBILITIES: Lead analysis and compliance reviews, support project development, and provide subject matter expertise. Demonstrate leadership, strategic planning, and excellent communication skills.
SPECIFIC TASKS: Provide analytical and clerical support to determine personnel needs, following Coast Guard policies and procedures.
Additional Tasks: Perform activities related to the Coast Guard Manpower Requirements process as outlined in relevant manuals and procedures.
HOURS OF OPERATION: Work generally between 0730 and 1600 ET, Monday through Friday, with occasional work outside these hours including weekends and holidays.
PRIMARY PLACE OF PERFORMANCE: Contractor's facilities or remote, with onsite data collection at USCG locations as needed.
TRAVEL: Up to two trips per project/study to various locations for reviews and meetings.
CLEARANCE LEVEL REQUIRED: SECRET, with ability to pass a federal background check.
