Sayres Defense is seeking a Senior Portfolio Program Manager to lead and oversee a major Navy-wide modernization contract, integrating advanced technologies, data systems, and mission‑critical program support across a diverse set of functional domains.

Job Summary

The Senior Portfolio Program Manager provides executive-level oversight of a large‑scale contract, directing, coordinating, and managing all contract functions and strategic initiatives. This role develops and implements portfolio-wide strategies, policies, and execution frameworks to ensure successful modernization across all supported programs. Responsibilities include evaluating and optimizing operations across the Western and Eastern Ranges to enhance efficiency, effectiveness, and alignment with Navy mission objectives. The Portfolio Manager ensures seamless coordination across functional groups, integrates competing priorities, and maintains high‑quality performance across all task order activities.

Required Qualifications

  • Minimum of 15 years managing large‑scale DoD efforts ($>500M contracts) with a contract staff exceeding 1,000 personnel
  • Experience supporting multiple logistics, testing, and IT/engineering functions
  • Resume must reflect strategic advisory and policy support, integration of multiple priorities, leadership of cross‑functional personnel, and demonstrated achievements in efficiency and program optimization
  • Top Secret Clearance with SCI eligibility
  • Experience managing a geographically dispersed workforce and diverse mission functions in support of large-scale DoD initiatives
  • Familiarity with all Task Order functions
  • Familiarity with ISO 9000:2015 quality management standards
  • Preferred: PMP certification

Education

  • Required: Bachelor's degree in Science, Technology, Engineering, Math (STEM), or related field
  • Desired: Advanced degree in a STEM-related or management-related field
